Summary: Alaska National Interest Lands Conservation Act (ANILCA) (d-2) public hearings of the Joint Federal-State Land Use Planning Commission recorded in Galena on May 2, 1973. Part 1 (AAF-2732) Welcome to Galena by Jim ?. Commissioner Chuck Herbert introduces Commissioner Harry Carter, Bob Stevens of the Bureau of Sport Fisheries and Wildlife, John Reynolds of the National Park Service, Vern Clapp of the U.S. Forest Service, Noel Granzow of the Bureau of Outdoor Recreation, John Stevenson? of the Bureau of Land Management, and Tom Scoter? and Lucy Carlo of the commission's staff. Testimony is given by Andrew Demoski of Nulato, Andrew Johnson of Nulato, Evon Sipary of Nulato, councilman and former chief Wally Stickman of Nulato, grocery store owner Eddy Hildebrand of Nulato, Freddy Sommer of Nulato, and Franklin Madros of Kaltag. Bob Stevens of the Bureau of Sport Fisheries and Wildlife answers questions from the audience. Part 2 (AAF-2733) Franklin Madros completes his testimony. Testimony is then given by Raymond Nickoli of Kaltag, William Peter of Kaltag, Leonard Silas of Nulato and Kaltag, Edgar Kalland of Tanana and Kaltag, Victor Nicholas of Kaltag, Glen Gregory of Tanana, and Madeline Solomon of Koyukuk. Jim Huntington is present in the audience and asks questions of the commissioners. Part 3 (AAF-2734) Testimony is heard from Mr. Nelson of Koyukuk, Ella Vernetti of Koyukuk, Albert Dayton of Koyukuk, Neil Lolnitz of Koyukuk, Lincoln Bifelt of ?, Josslin Olin of Huslia, Peter Derendoff of Huslia, Cue Bifelt of Huslia, Kenny Sam of Huslia, and Mike Sweetsir of Ruby. Part 4 (AAF-2735) The audience and agency representatives discuss the wild and scenic river designation. Jim Huntington, Mike Sweetsir and others comment and ask questions. After a break, Jim Huntington speaks, followed by John Stevens of the Bureau of Land Management. Testimony is heard from Solomon Wright of Ruby. Part 5 (AAF-2736) John? Honea, a trapper from Ruby, testifies about land use in the area and about the possible misunderstandings that local people have about the land hearings process. A discussion then follows about reasons why some people might be avoiding testifying at the hearings. Testimony is then heard from: Mr. Kelly?; Henry Titus of Ruby; Scott Barron of Ruby; Edith? Cleaver of Ruby; Peter F?, school administrator; Bob Mitchell, speaking about mining and prospecting; Beverly Notti Huhndorf of Galena; and Max Huhndorf of Holy Cross and Galena. Charlie Evans of Galena begins his testimony. Part 6 (AAF-2737) Mr. Huntington completes his testimony. Vern Clapp of the U.S. Forest Service speaks about the Forest Service management system and about multiple use principles. He answers questions posed by Mike Sweetsir, Jim Huntington and others. John Kauffman of the National Park Service answers questions. Commissioner Chuck Herbert talks about the National Park Service response to heavy traffic on the Denali Park Road. Jim Huntington comments about the Nowitna River. There is further general discussion about the possible future of withdrawn lands. Sidney Huntington? expresses his extreme frustration over non-Alaskans deciding the fate of Alaskan lands, and the audience applauds his remarks. The commissioners make closing comments, and the hearings in Galena are brought to a close.
