Abstract:
Summary: Alaska National Interest Lands Conservation Act (ANILCA) (d-2) public hearings of the Joint Federal-State Land Use Planning Commission recorded in Anaktuvuk Pass on May 12, 1973. Part 1 (AAF-2789) Commissioner Jim Hurley introduces Commissioner Celia Hunter, Coordinator for Native Affairs Clifford Black, staff member John Hall, staff member Judy Ayres?, and advisory committee member Wilbur Mills?. Jim Hurley mentions that representatives of several federal agencies are in attendance to answer questions. Testimony is heard from John Hugo, through translator Jake Adams or Jacob Adams; Ruth Rulland (identified by group of Anaktuvuk Pass elders in 2008) speaking through a translator; Robert Paneak; Billy Morry, through a translator; Susie Paneak, through a translator; Simon Paneak; and Riley Sikvayugak of Anaktuvuk Pass and Barrow. Part 2 (AAF-2791) Riley Sikvayugak completes his testimony, and some members of the audience (Simon Paneak and Raymond Paneak) speak about sports hunters and wolf-hunting. Testimony is heard from: Zaccharias Hugo; Marie Paneak; Jack Ahgook speaking about wolf-hunting and game populations; Olive Morry speaking through an interpreter; and Roosevelt Paneak, speaking about the cultural changes and generational differences he has witnessed. Part 3 (AAF-2793) The testimony of Rebecca Mekiana (identified by group of Anaktuvuk Pass elders in 2008) concludes. Testimony is then heard from: Elijah Kakinya, through an interpreter; Joshua Rulland, through an interpreter; Ellen Hugo, through an interpreter; Simon Paneak; and Rachel Sikvayugak. Part 4 (AAF-2795) Rachel Sikvayugak completes her testimony. Testimony is then heard from: James Tobuk of Anchorage and Anaktuvuk Pass; Raymond Paneak; Elizabeth Paneak, speaking through an interpreter; Riley Morry, land chief of Anaktuvuk Pass and employed by the Arctic Slope Regional Corporation; Noah Ahgook?, born on the Colville River; and David Mekiana. The hearing is brought to a close.
