Abstract:
Summary: "The Haul Road: Impacts and Decisions," is a 1976 program exploring the various options under consideration by the State of Alaska for management of the 380-mile long North Slope Haul Road from Fairbanks to Prudhoe Bay. Built by Alyeska Pipeline Service Company under contract to the State of Alaska, the Haul Road was required to meet secondary highway system standards when it was constructed. Uses were initially limited to support of construction and development of the Trans-Alaska Pipeline and Prudhoe Bay oilfield. The road was to be turned over to the State of Alaska for management and ownership following completion of pipeline construction. In preparation for state management of the road, public workshops were held in Barrow, Anaktuvuk Pass, Fairbanks, Allakaket, and Bettles. Video and still images from workshops appear in the program. Identified speakers include: North Slope Borough Mayor Eben Hopson, Herb Bartell, and Allakaket Mayor Ronald Sam. The program explores issues surrounding the Haul Road debate, such as tourism, wildlife and wilderness protection, subsistence hunting, mineral development, oil and gas development, cost of goods, new communities, access to the outside, and cost of road maintenance. Program was produced by the Alaska Growth Policy Council, Office of the Governor.
